If your relative is eligible, a free financial assessment follows: above £23,250 in savings you would usually pay the full cost, and the home is not counted for care at home. See council funding for care. Family carers can ask Carers Oxfordshire (01235 424715, weekdays 9am to 5pm) for a carer’s assessment; there is no charge.
South Oxfordshire District Council collects council tax. It does not count a carer looking after a disabled person who is not their spouse, partner or child under 18 (it calls this the live-in carer discount), or someone who is severely mentally impaired. Its reduction for disabilities scheme bills the home one band lower where it has a room, extra bathroom or kitchen, or wheelchair space a disabled resident needs. See council tax discounts for care.
Urgent care and leaving hospital in Henley-on-Thames
- Minor injuries: the minor injuries unit at Townlands Memorial Hospital, York Road, is open every day with no referral needed, for injuries from the last seven days. Oxford Health’s pages give 9am to 9.30pm on one and 10am to 10.30pm on another, so check opening times or call 111 before you go. It is not an A&E.
- A&E: the Royal Berkshire Hospital, Craven Road, Reading, has an Emergency Department, which the NHS website lists as open 24 hours. Oxfordshire’s main A&E is the John Radcliffe in Headington, open 24 hours.
Wherever your relative is treated, make sure the ward knows their home is in Oxfordshire, because that is the council that arranges their social care.
Townlands has no inpatient beds. It does have X-ray on weekday daytimes and a Rapid Access Care Unit, Monday to Friday 8am to 6pm, which takes referrals from any healthcare professional and aims to see people the same or next working day. Oxford University Hospitals starts planning discharge when someone is admitted, and a community hospital bed, if needed, is the first one available, which may not be the nearest. Families arrange transport home unless the patient meets strict medical criteria for hospital transport.
Back home, Home First Oxfordshire’s reablement is free short-term help to regain independence, arranged by a professional. If needs are mainly health needs, ask about NHS Continuing Healthcare: NHS Thames Valley ICB’s Oxfordshire adults team is on 0118 982 2900.

What may change soon
On 29 October 2026 the Government said it is minded to replace Oxfordshire’s councils with three unitary councils from 1 April 2029, with most of South Oxfordshire joining a new Ridgeway Council. This is proposed, not confirmed. Until then, the county council arranges adult social care and South Oxfordshire District Council collects council tax.
